| VPIC Programs | Additional Resources Special Education Resources The Individuals with Disabilities Education Act (IDEA) IDEA is a law ensuring services to children with disabilities throughout the nation. IDEA governs how states and public agencies provide early intervention, special education and related services to more than 6.5 million eligible infants, toddlers, children and youth with disabilities. Infants and toddlers with disabilities (birth-2) and their families receive early intervention services under IDEA Part C. Children and youth (ages 3-21) receive special education and related services under IDEA Part B. The Office of Special Education and Rehabilitative Services (OSERS) OSERS is committed to improving results and outcomes for people with disabilities of all ages. In supporting President Bush's No Child Left Behind agenda and the New Freedom Initiative, OSERS provides a wide array of supports to parents and individuals, school districts and states in three main areas: special education, vocational rehabilitation and research. Project Forum Project Forum's aim is to facilitate improved services to children and youth with disabilities by gathering and sharing information that supports changes to policy and practice at the national, state and local levels. Reed Martin Special Education Resource Center Educational resource where parents, advocates, attorneys and school personnel come for accurate up-to-date information & strategies to secure rights of children with disabilities. Their mission is lessening discrimination to children with disabilities by providing parents, advocates and school personnel tools for advocacy. Supreme Court to Hear Oral Argument on October 1, 2007, on Whether all Children with Disabilities, Including Those who Attend Private Schools, are Entitled to a Free Appropriate Public Education (FAPE) The decision will have significant implications for parents, school districts, and children with disabilities who receive special education services. In New York City Board of Education v. Tom F., the Supreme Court will determine if a child will be forced to "try" an inappropriate placement before the parents can remove the child to an appropriate placement and seek reimbursement.If the Supreme Court affirms the decision by the Second Circuit, parents will have the right to obtain reimbursement from the public school even if the child was never enrolled in a public school special education program.
